Who is a complainant — Whether a consumer not having a grievance can file a complaint before the CGRF — Whether appeals arising out of such wrongly entertained complaints can be considered. Held that a consumer having some grievance about the supply of electricity only can file a complaint before the CGRF. Appeals arising out of the orders given by the Forums on such complaints only will be considered as appeals.
