Summary:
Appellant complaining about non-release of service connection -- DISCOM refusing to give the service connection on the ground that the consumer is liable to pay the differential cost towards extension of network -- Consumer complaining that the original estimates are correct and the DISCOM is liable to release the service -- Found that the difference arose out of a change in the point identified by the original survey -- Directed the DWMA authorities to release the original cost to the DISCOM -- Directed the DISCOM to release a solar pump set to the consumer as a via media solution on mutual consent
