Meter functioning challenged by consumer — Communicated fees paid — Meter not tested on the ground that the fees paid is insufficient — Meter relocated elsewhere without testing as the consumer asked for deration of contracted load — Held that the DISCOM is bound to communicate the correct amount of fees — Consumer entitled to the benefit of doubt that the meter is faulty — Relief ordered accordingly.
